Background
As of January 1, 2022, SB 1383 Lara, Chapter 395, Statutes of 2016, requires that all jurisdictions must provide organic waste collection services to all residents and businesses. This expanded the existing mandates that Sausalito had already been required to be in compliance with relative to recycling and organics: AB 939, AB AB 341, and AB 1826. Envirolutions provided technical assistance to a select number of commercial sites within the City of Sausalito. These sites were identified as priorities during project initiation and were chosen due to lack of compliance with AB 939/AB 1826/SB 1383. The exclusive franchised hauler, Bay Cities Refuse Service (BCRS) in Sausalito were still in need of recycling and/or organics service and in the process of delivering new organics carts to residents and businesses as to comply with the 1383 mandate. Technical Assistant Objectives √ Provide the SB 1383 newsletter from BCRS. √ Advise sites of SB 1383 and explain how the law affects them. √ Provide each site with recycling and/or organics service (unless site would attempt to apply for a waiver). √ Re-sticker existing recycling and compost carts when necessary. √ Distribute outdoor signs to those sites with enclosures. √ Provide training in person to kitchen staff and offices. √ Provide training in Spanish where appropriate. Results Envirolutions conducted 26 initial site visits, 42 follow-up site visits, 10 kitchen and office trainings, and distributed 20 sets (trash/recycling/organics) of decals, 12 sets of indoor signs and 10 sets of outdoor signs. As part of our project proposal, we also developed a series of recommendations for future work specific to certain accounts or sectors, as well as general recommendations for SB 1383 education, compliance, and outreach to all large organics and recycling-generating businesses, continuing education and outreach to food vendors to phase out single-use plastics, providing outreach to all Sausalito restaurant staff in Spanish and English, and a dedicated campaign for multi-family outreach on organics. Envirolutions worked with the City's exclusive franchised hauler to identify which commercial accounts in Sausalito were still in need of recycling and/or organics service. Of sites included in the project, each received 2-3 phone calls, and/or email messages offering assistance, and at least one initial site visit. |
